The invention provides a quay crane steel structure swing control device and method, a controller and a quay crane, and solves the technical problems that in the prior art, a steel structure in a quay crane swings greatly, the operation efficiency is affected, and potential safety hazards exist. The quay crane steel structure swing control device comprises a first swing assembly and a second swing assembly which are arranged on the two sides of the gravity center of a quay crane, and the swing frequency of the first swing assembly, the swing frequency of the second swing assembly and the inherent frequency of a steel structure are the same. The swinging value of the steel structure can be minimum by adjusting the distance between the first swinging assembly and the gravity center of the shore bridge and/or the distance between the second swinging assembly and the gravity center of the shore bridge, so that the probability that the operation efficiency is influenced by swinging of the shore bridge steel structure is reduced, and the probability that potential safety hazards are caused by swinging of the shore bridge steel structure is reduced. Meanwhile, compared with the prior art, the swing control device has the advantages that the weight of the quay crane is greatly reduced, and the manufacturing and maintenance cost is reduced.
