The invention provides a vehicle-mounted charging circuit and a vehicle, the vehicle-mounted charging circuit comprises a first current conversion unit, the first end of the first current conversion unit is used for inputting a mains supply signal, and the second end of the first current conversion unit is used for being electrically connected with a low-voltage storage battery of the vehicle; the third end of the first current conversion unit is used for being electrically connected with a high-voltage power battery of the vehicle; the first end of the second current conversion unit is used for inputting the mains supply signal, and the second end of the second current conversion unit is used for being electrically connected with a high-voltage power battery of the vehicle. The vehicle-mounted charging circuit supplies power to the high-voltage battery through the first current conversion unit and the second current conversion unit at the same time, it is guaranteed that the high-voltage battery is not suddenly disconnected within a short time under the condition that a fault occurs, and the safety of the whole vehicle is guaranteed. The problems that an existing vehicle-mounted charging scheme has potential safety hazards, is simple in function and cannot meet user requirements are solved.
