The saddle chains which are opposite in the left-right direction are installed at the lower end of the buoy frame, the round rings and the anchor chains can be in butt joint, then personnel can fix the buoy on a sinking stone through the tail end shackles, meanwhile, the anchor chains and the saddle chains can rotate, and garbage in water can be prevented from being hung on the anchor chains; meanwhile, the sinking stone arranged at the bottom of the buoy frame can reduce collision of ships, and the situation that garbage is continuously accumulated and hung on the buoy frame and the anchor chain, and consequently the buoy sinks or runs off is avoided.
