The invention relates to a communication and navigation system. The system comprises an on-board transceiver module for transmitting a positioning signal containing identification, navigation and verification information, enabling accurate and remote identification of a vehicle and establishing parameters of the position of the vehicle and its travel path, thereby identifying threats to other traffic safety, and providing for a user to use the vehicle. And enabling the collection and decoding of positioning signals of a vehicle located in the wireless communication area and equipped with a communication and navigation system (kHH) module. The center for managing the traffic flow is based on a network of fixed transceiving KHH-type modules spatially distributed in a specified control area, the center for managing the traffic flow is designed to be able to generate positioning signals that allow the establishment of a local positioning system using a trilateration method. Information is transmitted from each vehicle to all vehicles in the covered area at a single frequency in the radio frequency range directed to the positioning signal; compact encoding of identification, navigation and verification information provides a short duration in the microsecond range to the positioning signal; the interval between the positioning signals from the vehicle is selected in a range of several kilomegahertz or a fraction of one kilomegahertz according to the rate of change of the traffic condition. As a result, the traffic flow is effectively managed.
