A remote operating system provides support for utility vehicles (e.g., forklifts). When the remote operation system determines that the forklift is difficult to operate safely, the remote operation system controls the forklift to safely execute emergency stop. To perform an emergency stop of a forklift, the system monitors kinematics of the forklift based at least in part on a mass distribution of a load carried by the forklift and a lift height of a fork of the forklift. Further, in response to determining to perform the emergency stop, the system determines a deceleration limit for the forklift based on the kinematics of the forklift, and activates a brake of the forklift based on the determined deceleration limit.
