The invention discloses a rotor control system and a coaxial helicopter, belongs to the technical field of helicopters, and solves the problem that the longitudinal height of a rotor is too high due to the arrangement mode of the rotor control system in the prior art. The system comprises a first direction changing unit, a second direction changing unit, an upper rotor wing control unit, a lower rotor wing control unit, a connecting shaft and a plurality of connecting rods, an upper propeller hub and a lower propeller hub of the helicopter are arranged on the outer side of the connecting shaft in a sleeving mode, and the upper propeller hub, the first direction changing unit, the lower propeller hub, the lower rotor wing control unit, the upper rotor wing control unit and the second direction changing unit are sequentially arranged from top to bottom; the connecting shaft is of a hollow structure, and the connecting rod is located in the connecting shaft. The upper rotor control unit is connected with the upper propeller hub through the second turning unit, the connecting rod and the first turning unit in sequence; and the lower rotor control unit is connected with the lower propeller hub. The system can be used for controlling the periodic pitch change and the total pitch change of the rotor wings.
