The invention relates to a fixation diagnosis device and a fixation diagnosis method. A fixed connection diagnostic device for diagnosing the presence or absence of fixed connection between a positive-electrode-side relay connected to the positive electrode side of a battery and a negative-electrode-side relay connected to the negative electrode side of the battery, the fixed connection diagnostic device being provided with: an acquisition unit for acquiring the fixed connection between the positive-electrode-side relay and the negative-electrode-side relay before both the contact of the positive-electrode-side relay and the contact of the negative-electrode-side relay are brought into a closed state; acquiring a first voltage value, which is a voltage value between the downstream side of the positive-side relay and the upstream side of the negative-side relay, and a second voltage value, which is a voltage value of a diagnostic circuit provided in parallel with the negative-side relay; and a determination unit that, when the first voltage value is equal to or greater than a first threshold value, determines that the positive-electrode-side relay is in a state in which the contact of the positive-electrode-side relay remains in a closed state and cannot transition to an open state. When the second voltage value is equal to or less than a second threshold value, it is determined that the negative-electrode-side relay is in a state in which the contact is kept in a closed state and cannot transition to an open state.
