The stability of the semi-submersible offshore wind power platform is kept by means of huge displacement, and the mooring anchor chain is in a suspended chain shape. The buoyancy required by the tension leg platform (TLP) is far smaller than that of a semi-submersible platform, so that the cost is greatly reduced. The TLP is developed for several decades and iterated, and the inclined TLP is the most advanced floating offshore wind power platform. At present, all TLPs transmit operation power hydraulically and are installed underwater. A hydraulic power structure is complex, a sealing piece is easy to damage, and manufacturing, operation and maintenance cost is high. According to the invention, the floating type offshore wind power only needs to adapt to the water depth of 60-300m, and the offshore oil drilling platform needs to adapt to the water depth of 300-1500m. The floating type wind power platform designed by the invention has the main advantages that (1) a TLP system is adopted; (2) the tension legs are mechanically mounted; flattening, heaving, pitching and rolling of the mechanical tension leg platform (MTLP) are all within allowable ranges. For an offshore wind power platform with the same power, the cost of the MTLP is 50% of that of a semi-submersible type and 80% of that of a hydraulic TLP, and the designed service life is longer than 30 years. The MTLP will be a mainstream platform of an offshore floating wind power platform.

    半潜式海上风电平台靠巨大的排水量保持平台的稳性,系泊锚链呈悬链状。张力腿平台(TLP)所需的浮力远小于半潜式平台,极大的降低成本。TLP经过几十年的发展,几经迭代,倾斜式TLP是最先进的漂浮式海上风电平台。目前所有的TLP都是液压传递操作动力,水下安装。液压动力结构复杂、密封件容易损坏,制造和运维成本高。本发明认识到:漂浮式海上风电只需要适应水深60m~300m,而海上石油钻井平台需要适应水深300m~1500m。本发明设计的漂浮式风电平台主要优势是:①采用TLP制式;②张力腿采用机械式安装。机械式张力腿平台(MTLP)的平飘、垂荡、纵摇和横摇都在允许范围内。同样功率的海上风电平台,MTLP的成本是半潜式的50%,是液压TLP的80%,夲设计使用寿命>30年。MTLP将是海上漂浮式风电平台的主流平台。
