The invention relates to the technical field of vehicles, and particularly discloses an electronic mechanical braking system and a vehicle, the electronic mechanical braking system comprises a left brake, a right brake and a control panel, a first reference shaft is arranged in a left control box of the left brake, and plugs in the left control box are symmetrical about the first reference shaft; a second reference shaft is arranged in a right control box of the right brake, and plugs in the right control box are symmetrical about the second reference shaft; the control board is provided with a third reference axis. The socket is arranged on the front face of the control board and symmetrical about the third reference axis. The third reference axis of the control board located in the left control box is collinear with the first reference axis, the socket is connected with the plug in the left control box in an inserted mode, the third reference axis of the control board located in the right control box is collinear with the second reference axis, and the socket is connected with the plug in the right control box in an inserted mode. The control panel can be installed in the left brake and the right brake, so that the design difficulty and the manufacturing cost are reduced.
