The invention provides a hybrid power system, a controller and a vehicle. The system comprises a battery, an electric double-layer capacitor, a power distribution unit and the controller. The first end of the power distribution unit is connected with the battery and the electric double-layer capacitor. The second end of the power distribution unit is used for connecting an inverter; the inverter is used for supplying power to the power device; the controller is used for controlling a switch in the power supply distribution unit to enable the electric double-layer capacitor to be connected with the inverter when the environment temperature of the battery is lower than a preset temperature threshold value and the required power of the system is greater than a first power threshold value, so that the electric double-layer capacitor provides power current for the inverter; the first power threshold value is the output power of the battery when the environment temperature is lower than the preset temperature threshold value. The controller can control a switch in the power distribution unit to enable the electric double-layer capacitor to be connected with the inverter, so that the electric double-layer capacitor provides power current for the inverter. Therefore, the electric double-layer capacitor can be used for rapidly providing energy for the power device under the low-temperature condition.
