A travel state information calculation unit (12) calculates, on the basis of the peripheral information, travel state information including information on the position and travel direction of the host vehicle on the road on which the host vehicle is traveling. The retrograde motion determination unit (13) calculates the retrograde motion possibility of the host vehicle on the basis of the road information and the travel state information, and determines whether or not the host vehicle is retrograde motion on the basis of the value of the retrograde motion possibility.
