The invention relates to an electric bicycle speed control system and method based on eddy current retarding. The electric bicycle speed control method comprises the following steps that running speed data of an electric bicycle and/or distance data relative to a target obstacle are/is obtained; generating a modulation instruction for driving the eddy current retarder based on the driving speed data and/or the distance data; in response to a modulation command configured in association with a measured angle and/or a measured distance of a target obstacle in an intra-domain region and an out-of-domain region related to a collision measurement region of the electric bicycle, the eddy current retarder generates a modulation force for adjusting a driving speed of the electric bicycle, where the modulation command is configured in association with the measured angle and/or the measured distance of the target obstacle in the intra-domain region and the out-of-domain region. According to the electric bicycle speed control system based on closed-loop control, the electric turbine retarder is additionally arranged in the electric bicycle to achieve autonomous braking and assist manual hand braking, the operation error-tolerant rate in the driving process can be greatly increased, and therefore the accident rate is reduced, and traffic safety is maintained.
