The invention discloses a releasing device and method for ocean exploration, and belongs to the technical field of ocean geological exploration, the releasing device for ocean exploration comprises a winch, a releasing assembly and a sounding assembly, the winch comprises a mooring rope, and a first lock catch and a second lock catch are arranged on the mooring rope at intervals; the releasing assembly comprises a first pressure-resistant cabin and an electromagnetic assembly, two clamping pieces are rotationally arranged at the top of the first pressure-resistant cabin, and the electromagnetic assembly can control the two clamping pieces to be switched between a clamping state and a releasing state; the sounding assembly comprises a second pressure-resistant cabin, a probe rod and a probe which are connected in sequence, the second pressure-resistant cabin is connected with the first pressure-resistant cabin, the second lock catch is connected with the second pressure-resistant cabin, and the length of the cable between the first lock catch and the second lock catch is larger than the penetration depth of the sounding assembly.
