The rotor device provided by the invention comprises a first housing, a second housing, a first rotor blade and a second rotor blade, one end of the first rotor blade is connected to the first housing, and one end of the second rotor blade is connected to the second housing; and the first housing and the second housing are rotationally connected, so that the first rotor wing blade and the second rotor wing blade coincide or are separated. When the level flight is static, the first rotor wing blade and the second rotor wing blade are adjusted to coincide, and resistance brought by the rotor wing blades is reduced; during lifting rotation, the first rotor wing blade is adjusted to be separated from the second rotor wing blade, and enough tension is ensured. By means of the arrangement, it can be effectively guaranteed that small resistance is achieved when level flying is static, and meanwhile it is guaranteed that enough pulling force is achieved when lifting and rotating are conducted. The aircraft provided by the invention also has the technical effects as the aircraft comprises the rotor wing device.
