The method comprises the following steps: performing section division on a to-be-detected road section; processing the ETC transaction data to obtain the traffic flow and travel speed of each section, and determining a detection threshold value of traffic jam detection; according to the traffic flow of each section in a preset time length and the detection threshold value, whether the section is congested or not is judged, and the congestion time length is updated; identifying non-smooth congestion and accident congestion in combination with a preset accident factor, the historical average driving speed of the section and the section travel speed of the current congestion within the first preset duration; according to the invention, the detection threshold value of traffic jam detection is determined according to the historical ETC transaction data, jam detection is carried out, and accidents are introduced, so that the detection of accident jam is realized in combination with the historical average driving speed of the section and the section travel speed of the current jam within the first preset duration.
