The hydraulic damping system comprises a hydraulic oil tank, a pipeline, a cylinder body, a piston and a roller, the roller drives the piston arranged in the cylinder body to move left and right through a connecting rod, and the hydraulic oil tank is connected with the cylinder body through the pipeline; a cam in the cam conversion system acts with rollers in the hydraulic damping systems distributed on the left side and the right side, the rotating speed of the cam is slowed down through the hydraulic damping systems, and the cam conversion system is connected with the corresponding clamping and locking friction braking systems through the lift cars on the left side and the right side. The clamping lock friction braking system and the lift car can move up and down along a vertical rod in the vertical rod slow descending system, so that the lift car ascends and descends stably. The device has a locking function, is high in safety, does not need to be driven by power, and avoids the risks of power failure, gas stop and the like when disasters occur.
