The invention discloses a traffic accessibility evaluation method considering extreme weather conditions. The method comprises the following steps: matching urban roads; screening real-time data of urban roads; using a local weighted regression season trend decomposition method to decompose the screened vehicle speed and travel time; carrying out generalized extreme value student deviation test on the decomposed residual data, identifying vehicle speed and travel time observation values which have relatively large deviation from the travel time observation value under the normal traffic condition, and determining extreme vehicle speed and travel time observation values in the travel time data set; collecting an extreme weather data set, and carrying out global space-time overlay analysis on the extreme weather data set and the starting and ending time of the vehicle speed and travel time observation value with large deviation to form a new data set; and calculating traffic accessibility for the new data set by using an improved gravitational model. According to the method, the problem that the reachability measurement and calculation are not accurate enough because factors such as the area and the grade of the region and competition of residents in a demand region for terminal resources are not taken into consideration can be solved.
