A third sliding groove is formed in the upper surface of the connecting plate, and a third sliding block is slidably connected into the third sliding groove. A motor is arranged to control a worm to rotate so as to drive a heat dissipation mechanism to work, and a third rotating shaft and a fan at one end can be controlled to rotate, so that the fan does left-right reciprocating motion and autorotation on the surface of a connecting plate while rotating along with the connecting plate, and comprehensive and effective heat dissipation is performed on the cold end plate; and the temperature difference between the cold end plate and the hot end plate is improved, so that the power generation efficiency of the device is improved.
