A ship navigation state monitoring device comprises fixed bodies fixedly arranged on the two sides of a bow and a stern of a ship body, rotating channels are arranged in the fixed bodies, and rotating sleeve blocks which are sequentially connected in an abutting mode front and back and can relatively slide are rotatably arranged in the rotating channels. A high-pressure air channel is formed in the rotating sleeve block in a front-back penetrating mode, and the high-pressure air channel located at the foremost end is connected with a high-pressure air pump device through a connecting valve. When the ship body is in a normal sailing state, the device is installed on the two sides of the outer portion of the ship body, loading, unloading and sailing of the ship body are not affected, and when the device detects that the ship body or a certain part of the ship body overturns and is unbalanced due to the fact that the ship body waterline rises due to buoyancy unbalance. According to the device, extra buoyancy support is provided for the ship body at the position through the pop-up air bag, so that the gravity center of the ship body returns to balance again, and therefore, the device can avoid loss caused by sinking of the ship body in emergency.
