The corresponding operator is determined according to the take-off request of the unmanned aerial vehicle, whether the operator supports cross-regional flight or not is further determined, and double guarantee of cross-regional flight is realized through double right confirmation, so that the cross-regional flight of the unmanned aerial vehicle is further prevented from disturbing a normal flight route; a planned air route is determined through the military and civilian cooperative management platform, and the safety of cross-regional flight of the unmanned aerial vehicle is improved.
