According to the implementation scheme, for each entrance lane of an intersection, the first number of vehicles entering the intersection through a stop line of the entrance lane within a preset time range is obtained; acquiring multiple pieces of sensing data of a first area of the entrance lane based on a preset time interval within a preset time range; on the basis of the number of vehicles corresponding to each piece of sensing data in the multiple pieces of sensing data, a preset time interval and the first number, the average actual passing time of the entrance lane within the preset time range is determined; obtaining the non-delay passing time of the entrance lane; based on the average actual passing time and the non-delay passing time, first average delay time at the entrance lane is determined; and determining a second average delay time of the intersection based on the plurality of first average delay times of the plurality of entrance lanes.
