The invention relates to the technical field of offshore operation tests, and particularly discloses an active heave compensation test adjusting device and method for offshore hoisting operation, and the device comprises a controller and a hoisting mechanism, and a simulation base station used for simulating an offshore hoisting operation environment is arranged below the hoisting mechanism; an attitude sensor for detecting the three-dimensional attitude change of the simulation base station is arranged on the simulation base station; the hoisting and releasing mechanism comprises a base frame, a traction rope for hoisting and releasing a hoisted object and a heave compensation retracting and releasing assembly for retracting and releasing the traction rope; the crane mechanism is connected with a feedback detection assembly, and the feedback detection assembly comprises a tension sensor used for detecting the actual tension borne by the hoisted object, a gyroscope used for detecting the inclination angle pose of the hoisted object and a pull rope sensor used for detecting the space linear displacement of the hoisted object. The heave compensation control strategy tested by the device is applied to actual heave compensation operation, the compensation precision is high, and the heave compensation effect is good.
