The invention belongs to the technical field of airplane horizontal tail elevator maneuverability testing, and particularly relates to an airplane horizontal tail elevator maneuverability testing device and method, and the airplane horizontal tail elevator maneuverability testing device comprises a maneuvering rocker arm and a rotating shaft connected with an airplane horizontal tail elevator; operating the actuating cylinder; the control load sensor is connected between the rocker arm and the control actuating cylinder; manipulating the displacement sensor; the control displacement connecting wire is connected between the displacement sensor and the control actuating cylinder; the control controller is connected with the control actuating cylinder, the control load sensor and the control displacement sensor; an actuating cylinder is loaded; the loading load sensor is connected between the loading actuator cylinder and the plane horizontal tail stabilizer; and the loading controller is connected with the loading actuating cylinder and the loading load sensor.
