One embodiment of the present invention provides a parking charging device (39) configured to charge a fee in an automatic substitute parking lot in which a target vehicle to be charged is moved between a boarding and alighting area (3, 5) and a parking area (7). A control unit (47) of a parking charging device (39) is provided with: a count start unit (47A) configured so as to start a count for charging when a start condition is satisfied; a count termination unit (47B) configured so as to terminate the counting when a termination condition is satisfied; and a cost calculation unit (47C) configured to calculate a cost corresponding to the count.
