A plurality of stator magnetic poles are arranged outside the eddy current brake stator, eddy current brake excitation coils are wound outside the stator magnetic poles, the double-rotor motor part comprises a stator, an inner rotor and an outer rotor which are sequentially connected in a sleeved mode from inside to outside, the excitation coils are installed between the outer rotor and the inner rotor, and the stator is fixed to a hollow shaft. The two ends of the hollow shaft are respectively provided with a rotor of an eddy current brake, an outer rotor is arranged between the two rotors of the eddy current brakes, and the three rotors form an integrated structure.
