The invention relates to an aircraft fuel tank air inlet device, which is used for communicating an aircraft fuel tank to the external environment, and comprises an inlet, an air inlet, an air outlet and an air outlet, and is characterized in that the inlet is positioned on the lower surface of a wing of an aircraft; the outlet is located in the aircraft fuel tank; the air inlet channel is communicated between the inlet and the outlet; and an airflow regulating section provided in the intake passage and including a portion whose cross-section varies along a traveling direction of the airflow to regulate airflow fluctuations through the airflow regulating section. In this way, the flow rate or the flow speed of ram air flowing through the air inlet channel is adjusted through the change of the cross section of the airflow adjusting part section, and therefore airflow fluctuation is weakened, and airflow impact borne by downstream components is reduced. In addition, the invention further relates to an aircraft comprising the aircraft fuel tank air inlet device.
