A fluid control assembly comprises a first throttling valve element, a heat exchange element and a middle heat exchange element and is provided with a first channel and a second channel. At least part of the first channel and at least part of the second channel are located on the two opposite sides of the middle heat exchange element, a refrigerant of the first channel exchanges heat with cooling liquid of the second channel and then flows into the first throttling valve element, and the refrigerant enters a first flow channel of the heat exchange element after being throttled through the first throttling valve element. The cooling liquid of the second flow channel of the heat exchange element exchanges heat with the refrigerant of the first flow channel and then enters the second flow channel to exchange heat with the refrigerant in the first flow channel, so that the temperature of the refrigerant entering the first throttling valve element is effectively reduced under the condition that the heat of the heat management system is fully utilized, and when the fluid control assembly is applied to the heat management system, the temperature of the refrigerant entering the second throttling valve element is reduced. System oscillation can be reduced, and stable operation of the system is facilitated.
