The present disclosure relates to a vehicle control apparatus, a vehicle charging control method, and a vehicle charging system, the vehicle control apparatus including a memory, a network interface, and a processor configured to: identify that a charging cable is connected to a vehicle; receiving a charging end time of a previous vehicle and a waiting time until charging of the vehicle begins; waiting for charging in a state in which the charging cable is connected to the vehicle; and in a state in which the charging cable is connected to the vehicle, starting charging at a charging end time indicating that charging of the previous vehicle is finished.
