The releaser comprises a releaser shell, a positioning plate, a main machine and a mooring rope, the positioning plate is arranged in the releaser shell, the main machine is rotationally connected to the positioning plate, the main machine comprises a control unit, a fixing unit is arranged between the main machine and the positioning plate, and the mooring rope is arranged in the fixing unit. The control unit controls fixing and opening of the fixing unit, the first end of the cable is fixed to the main machine and wound around the main machine, a positioning hole is formed in the releaser shell, and the second end of the cable penetrates out of the positioning hole. The releaser provided by the invention adopts a rope bin integrated and timed release design, and is used for solving the problem of winding of the recovery cable under long-term interference of ocean current, so that the release and recovery success rate of the observation system is improved, and meanwhile, the equipment cost can be remarkably reduced.
