The invention provides a speed safety control system and method and an electric power-assisted bicycle, and the system comprises a sensor unit which is used for detecting a speed signal and a pedaling frequency signal; a sensor signal processing circuit; the key monitoring circuit is used for generating key voltage according to the action of a boosting key of the electric boosting bicycle; the riding control subunit is used for judging whether the electric power-assisted bicycle is in a riding state or not and controlling the driving chip according to the processed speed signal when the electric power-assisted bicycle is in the riding state; and the pushing control subunit is used for judging whether the electric power-assisted bicycle is in a pushing state or not and controlling the driving chip according to the processed speed signal when the electric power-assisted bicycle is in the pushing state. Therefore, when the electric power-assisted bicycle is in a riding state or a pushing state, the motor is controlled according to the speed signal, so that the power-assisted and speed control of the electric power-assisted bicycle is realized, the safety of the bicycle during advancing is guaranteed, and the riding safety is guaranteed.
