The invention discloses an urban road traffic efficiency calculation and management method for distinguishing intersections and road sections, which belongs to the field of traffic management and control, and comprises the following steps of: acquiring upstream and downstream intersection bayonet vehicle passing data and downstream intersection reverse bayonet vehicle passing data by utilizing bayonet equipment, and respectively generating whole road section and intersection vehicle passing matching data; setting the passing time length of 15% as the non-queuing passing time length of the whole road section or the intersection, and respectively calculating the average delay of the intersection and the road section; calculating a traffic efficiency index according to the average delays of the intersections and the road sections; respectively analyzing the delay reasons of the intersection and the road section, proposing corresponding optimization measures according to the delay reasons of the intersection and the road section, and establishing a corresponding relationship between different traffic efficiency index values and the optimization measures; by calculating the traffic efficiency indexes of intersections and road sections, corresponding management optimization measures are provided according to different traffic efficiency ranges, decision-making suggestions can be provided for managers, and integration of evaluation, diagnosis and suggestions is achieved.
