According to the heat exchange equipment and the electric vehicle, a power battery heating device comprises a battery heat exchanger, a first pipeline, a first conveying pump, a heating device, a temperature sensor and a main controller, the battery heat exchanger and the first conveying pump both communicate with the first pipeline, and heat exchange fluid circulates in the first pipeline; the heating device is configured to heat the heat exchange fluid in the first pipeline; the battery heat exchanger is configured to exchange heat with a power battery of the electric vehicle. The heat exchange fluid circularly flows in the first pipeline, and the heating device heats the heat exchange fluid, so that the heat exchange fluid exchanges heat with the power battery of the electric vehicle when flowing through the battery heat exchanger, the temperature of the power battery is increased, the available capacity of the power battery is increased, the discharge rate is increased, and the cruising ability of the electric vehicle is improved.
