Comprising a vehicle-mounted terminal module used for collecting vehicle state information and vehicle positioning information; sending the state information and the vehicle positioning information to a cloud server module to obtain a control instruction corresponding to the target vehicle speed; an execution instruction corresponding to the control instruction is sent to an execution mechanism template; the cloud server module is used for obtaining gradient information of a road in front of the vehicle based on GPS information in the vehicle positioning information; calculating a target vehicle speed according to the vehicle state information and the gradient information, and generating a control instruction corresponding to the target vehicle speed; and the execution mechanism module is used for executing the received execution instruction and controlling the speed of the vehicle.
