The invention belongs to a test flight test technology, and relates to a helicopter noise qualification certification measurement system and method. The system comprises an airborne measurement subsystem, a noise measurement subsystem and a ground differential GPS base station subsystem, wherein the noise measurement subsystem comprises three ground noise measurement stations, namely a flight path measurement station and two sideline measurement stations; the airborne measurement subsystem is a measurement subsystem installed on a helicopter and is used for obtaining flight parameters and engine parameters of the helicopter and the air position of the helicopter. Flight parameters and engine parameters need to be stored by using a data acquisition recorder, and an air position needs a set of GPS system for providing and storing GPS time and GPS position data; the ground noise measurement subsystem is a measurement subsystem installed on the ground and is used for obtaining noise values measured on the ground and GPS positions of three noise measurement stations. And the ground differential GPS base station subsystem is used as a base station for differential GPS calculation.
