The invention discloses an offshore comprehensive platform which comprises a frame layer, a floating body, a net cage system and a mooring system, the frame layer, the floating body and the mooring system are sequentially connected from top to bottom, the net cage system is installed on the inner side of the mooring system, a fan platform is arranged on the frame layer, the floating body is used for providing buoyancy for the whole comprehensive platform, and the mooring system is connected with the fan platform. The mooring system is used for fixed mooring. The wind driven generator is used for providing sufficient power supply for the comprehensive platform, meanwhile, the frame layer serves as a mounting support of the net cage, structural sharing of an offshore wind plant and a marine ranch is achieved, and the construction cost is reduced.
