The invention discloses an electric vehicle thermal management control system and method considering energy conservation and battery life. The electric vehicle thermal management control system comprises a working condition prediction module, an energy efficiency ratio prediction module, a thermal management controller, a state monitoring module and an execution module. The working condition prediction module acquires a future driving working condition according to the current driving scene; the state monitoring module is used for acquiring and storing the state of the whole vehicle; the energy efficiency ratio prediction module obtains an energy efficiency ratio prediction sequence according to future driving working conditions; and the thermal management controller takes the thermal management energy consumption, the battery life and the passenger compartment temperature as objective functions to make a decision on the thermal management system control quantity, and outputs a control instruction to the execution module to realize a control closed loop. The linearization of the complex system of the thermal management system is realized, and the calculation efficiency is improved.
