A rocket control system includes: a gimbal actuator that controls a rudder angle of a gimbal mechanism located below a gravity center of a rocket body of the rocket; the wing panel actuator is used for controlling a rudder angle of an attitude control wing positioned above the gravity center of the rocket body of the rocket; a measurement means for measuring a physical quantity related to the movement of the rocket body of the rocket; and the control unit is used for controlling the universal joint mechanism and the attitude control wings according to a measurement result of the measurement unit so as to control translation of the rocket in the horizontal direction.
