The oil outlet end of the first rotation oil way is connected with a first oil outlet of the output oil way. The oil inlet end of the second rotation oil way is connected with the oil tank, and the oil outlet end of the second rotation oil way is connected with a second oil outlet of the output oil way. The balance valve group is arranged on the first rotary oil way and the second rotary oil way, and the output oil way is connected with a rotary system of the crane; by means of the method, the crane is stable when rotating, and the phenomenon of shaking of the crane is avoided.
