The invention discloses a damper, a rotating device and a handle device. The damper includes a housing and a rotor. A rotor is rotatably mounted in the housing, and an elastic layer is formed on at least one of an inner circumferential surface of the housing and an outer circumferential surface of the rotor. When the rotor is installed in the shell, the elastic layer is radially extruded between the shell and the rotor and used for generating friction damping force opposite to the rotation direction when the shell and the rotor rotate relatively. The damper has the advantages of being simple in structure, low in cost and long in service life.
