The present disclosure relates to an Intelligent Transport System (ITS), and in particular to a VRU Basic Service (VBS) for a Visitable Road Users (VRU) ITS station (ITS-S). The method comprises the following steps: determining how the VBS is arranged at the facility layer of the ITS-S, different conditions of VRU cognitive message (VAM) spreading, and the format and coding rule implementation of VAM generation.
