The method comprises the following steps: establishing a multi-stage fuzzy controller, performing fuzzy reasoning on a bus signal priority fuzzy controller, performing fuzzy reasoning on a green light time adjustment fuzzy controller 1, performing fuzzy reasoning on a fuzzy negotiation controller, performing fuzzy reasoning on a green light time adjustment fuzzy controller 2, and updating signal phase timing. The method is simple in design and easy to calculate, and can be used for a large complex urban traffic network; after the multi-priority passing request conflict is solved, the passing capacity of the intersection is greatly improved.
