The A-type portal frame can rotate around a hinge point to adjust the inclination angle, a pulley support is hung on the A-type portal frame, and a first guide wheel is arranged on a cross beam on the upper portion of the side, close to the A-type portal frame, of the pulley support; a second guide wheel is arranged on the winch mechanism, and the winch mechanism drags out a mooring rope which sequentially bypasses the second guide wheel and the first guide wheel to be connected with the submersible. The platform descends to the position close to the water surface during retracting and releasing operation, the cable overhanging section is reduced, the damage risk of the submersible is reduced, collision between the submersible and the semi-submersible platform is avoided, retracting and releasing of the submersible are stably achieved, and safety and high efficiency are achieved.
