The invention discloses a ship-shore cooperative ship safety management system and method, and the system comprises a shore-based application terminal, a shore-side sensing system, a ship-based mobile terminal, and a ship-side sensing system, the shore-side sensing system is used for collecting traffic information in an area range and hydrometeorological information of a local leg, the ship side sensing system is used for collecting driver behavior information and ship state information of a controlled ship and transmitting the information back to the shore-based application terminal; the shore-based application terminal is used for fusing and complementing the shore-side sensing data and the ship-side sensing data which are received in real time, judging dangerous behaviors according to the fused data and sending early warning information; and the ship-based mobile terminal performs early warning in response to the early warning information and feeds back an early warning processing result to the shore-based application terminal. Based on the management and control requirements of ferry/tourist ships, collaborative fusion of shore-side sensing and ship-side sensing and collaborative decision making of the shore-based terminal and the shipborne terminal are realized, total-factor monitoring and early warning can be effectively carried out, and the navigation safety of the managed and controlled ships is guaranteed.

    本发明公开了一种船岸协同式船舶安全管理系统及方法,系统包括岸基应用终端、岸侧感知系统、船基移动终端、船侧感知系统,岸侧感知系统用于采集区域范围内交通信息以及当地航段水文气象信息,船侧感知系统用于采集所管控船舶驾驶员行为信息以及船舶状态信息,将以上信息回传至岸基应用终端;岸基应用终端用于对实时接收的岸侧与船侧感知数据进行融合、互补,并依据融合后数据进行危险行为判别,发送预警信息;船基移动终端响应于预警信息进行预警并将预警处理结果反馈给岸基应用终端。本发明基于渡运/游客船舶的管控需求,实现岸侧感知与船侧感知协同融合,岸基终端与船载终端协同决策,能有效进行全要素监测预警,保障所管控船舶航行安全。
