The invention discloses a train operation control system based on visible light communication and a positioning method. The train operation control system comprises a centralized dispatching device, a plurality of trackside control centers, a plurality of temporary speed limiting servers, a plurality of vehicle-mounted controllers and a visible light communication subsystem. The vehicle-mounted controller communicates with the trackside control center through the visible light communication subsystem; the vehicle-mounted controller communicates with the temporary speed limit server through the visible light communication subsystem; the visible light communication subsystem comprises visible light communication equipment and optical fiber transmission equipment; the visible light communication equipment comprises a ground visible light transceiver, a conversion module and a vehicle-mounted visible light transceiver; and the optical fiber transmission equipment is configured to transmit signals sent by the trackside control center and the temporary speed limit server to the ground visible light transceiver and transmit optical fiber signals sent by the ground visible light transceiver and the conversion module to the trackside control center and the temporary speed limit server.
