The present invention is provided with: a first block (81) fixed to a shoe holder (41) or a chassis (1); and a second block (82) provided in a state of being engaged with the first block by the biasing force of the biasing means (9), the balance link (24) or the balance link (25) being connected to the second block, and the engagement surfaces (8a, 8b) of the two blocks being sandwiched between: a ball (Sh) that engages with ball support sections (83a, 83b) formed on the respective blocks; and an annular seal member (85) provided with: a gas supply means (86, 87, Cm) for supplying gas to an air storage part by setting the space surrounded by the seal member as the air storage part; and adjustment means (91, 92, 94) for adjusting the biasing force of the biasing means.
