According to the system for realizing equipment monitoring through on-site personnel positioning, when the on-site personnel arrive at the site and communicate with a traffic management department through a mobile phone, the on-site personnel only need to directly communicate with assistance contents, and the on-site positioning obtains latitude and longitude coordinates of the position of the mobile phone through positioning a mobile phone signal and substitutes the latitude and longitude coordinates into a high-precision map; the method comprises the following steps: determining whether a mobile phone is in a monitoring range or not by taking each monitoring device as a center, taking east, south, west and north as a direction and taking the maximum monitoring range, angle and monitoring orientation of the monitoring device, and calling the monitoring device which can bring the mobile phone into the monitoring range to call out a monitoring picture. Therefore, on-site personnel do not need to report accident positions, and assistance requirements of the on-site personnel can be responded in time.
