A charge control device is provided with: a control unit for controlling the charging of a plurality of unit cells constituting a battery pack; a measurement unit that measures the CCV of the plurality of unit cells when the voltage value of the unit cell having the highest voltage among the plurality of unit cells is equal to or greater than a threshold value and the current value is equal to or less than a set value during charging based on the control of the control unit; and an execution unit that executes a discharge process for eliminating the potential difference with respect to the unit cell having the lowest measured CCV, the potential difference being equal to or greater than a predetermined value.
