Provided are a remote monitoring device, a remote monitoring system, and a remote monitoring method that can improve the convenience of remote monitoring performed by a remote operator by providing a surround view at an appropriate timing. A remote operator remotely supporting the travel of an autonomous vehicle refers to a remote monitoring terminal. The remote monitoring device acquires data of a plurality of sensors mounted on an autonomous vehicle, executes image generation processing for processing the data to generate a surround view of the autonomous vehicle, and calculates a lane width of a lane on which the autonomous vehicle travels from map information. The vehicle width ratio of the autonomous vehicle with respect to the lane width is calculated, and if the vehicle width ratio is greater than a predetermined determination threshold value, the surround view generated by the image generation processing is provided to a remote monitoring terminal.
