The invention belongs to the technical field of comprehensive heat systems of new energy vehicles, and provides a vehicle heat management system, a control method and a vehicle. The vehicle heat management system comprises a first cooling liquid circulation loop, a second cooling liquid circulation loop and an air conditioner circulation system; the first cooling liquid circulation loop is connected with a heat production component and a radiator in series, and the radiator cools the heat production component in the vehicle through cooling liquid. The second cooling liquid circulation loop is connected with a battery pack in series, and the second cooling liquid circulation loop cools or heats the battery pack through cooling liquid; the air conditioner circulation system can conduct heat exchange with cooling liquid in the first cooling liquid circulation loop and cooling liquid in the second cooling liquid circulation loop. The first cooling liquid circulation loop can communicate with the second cooling liquid circulation loop so that heat exchange can be conducted between the first cooling liquid circulation loop and the second cooling liquid circulation loop through cooling liquid. The technical problems that in the prior art, waste heat in a vehicle heat management system is wasted and not circulated, and the energy utilization rate is low are solved.
