The invention discloses a power battery system and an electric vehicle. The power battery system comprises a plurality of energy storage units of different levels; the battery information acquisition module is used for acquiring temperature and voltage information of the energy storage unit; the discharging device is arranged in parallel with the discharging loop of the energy storage unit; and the control unit is connected with the battery information acquisition module and is used for judging whether thermal runaway and thermal diffusion occur in the energy storage unit or not according to the temperature and voltage information, and if yes, the discharge device is controlled to discharge the energy storage unit. Thermal runaway and thermal spread of the battery system are prevented in time.
